Headline performance indicators are highlighted by the Welsh Government in its ‘Quick Guide’ which supplements the main document. Caerphilly’s performance has deteriorated for three consecutive years in terms of clearing up fly-tipping incidents within five working days of them being reported.

Jeff Cuthbert AM said: “This document publishes a whole host of valuable performance indicators for local government, and certainly makes for interesting reading. “However, I am concerned about Caerphilly’s under-performance in some indicators, particularly with regard to its rate of clearing up fly-tipping incidents.

“Of course, the previous Plaid Cymru-led administration of the Council introduced charges for household waste collection, which I suspect has led to the increased level of fly-tipping in the County Borough and added to the burden on hard-working Council staff that clear it up.

“I’m glad that the new Labour-controlled administration in Caerphilly has pledged to reverse these charges and I look forward to working with them in order to clear up Plaid’s mess.”

It’s hoped that the garden will be a place that patients of all ages and abilities and their friends and family, can go to have enjoyment and respite. The event included singing by the GE Aviation choir, tea, cakes and a ribbon cutting to celebrate the hard work of everyone who has put in their time, resources and efforts to make the project a success.

Around 50 people from Lannion and Ploubezre will be spending four days in the town as part of the annual exchanges with Caerffili and District Twinning Association.

Plans are also in hand for a group from the twinning association to sing the Breton anthem when the flag is hoisted on Friday afternoon .

Councillor Colin Mann, a member of the twinning association, said: “We are delighted that Cadw has agreed that the Breton flag can be flown from the castle to mark the visit by our friends from Brittany and I would like to thank officials in Cadw for their cooperation .

“We are aiming to get half-a-dozen of us together to sing the Breton anthem, which has exactly the same tune as Mae Hen Wlad Fy Nhadau. All we need to do is practice the words!

“This is the 21st year of the exchanges between our two regions. Links are very strong and just last week a junior football team from Llanbradach returned from playing matches in Brittany, the senior team winning the trophy on penalties ”

This year, the theme for the week is ‘In Sickness and in Health” which focuses on the need for greater support for unpaid carers to help them continue in their caring role without facing ill health, stress or financial worry.

Caerphilly AM Jeff Cuthbert said:

“Caring for a loved one can be mentally and physically exhausting and place a burden financially and on family relationships. Carers provide a vital role in our communities and it’s imperative we recognise their contribution and encourage employers, organisations and staff to support them as much as possible.”

Carers Week is organised by a partnership of eight national charities: Age UK, Carers Trust, Carers UK, Independent Age, Macmillan Cancer Support, Marie Curie Cancer Care, MS Society and Parkinson’s UK.

Local Labour AM Jeff Cuthbert welcomed the £32.4 million-a-year Pupil Deprivation Grant for Wales and urged Caerphilly schools to make sure the extra money would be used to help those less-well-off children.

Schools have the flexibility on how to spend the extra Pupil Deprivation funding. Each school will receive an allocation according to the number of pupils aged between 5 and 15 who are eligible for free school meals which will equate to an additional £450 per eligible pupil.

Jeff Cuthbert AM said: “The Pupil Deprivation Grant is a great way of supporting pupils in our Caerphilly schools.

“It is so important that our children reach their full potential regardless of background and I intend to work closely with schools to make sure this funding makes a real difference.”

First Minister Carwyn Jones said:

“This new money is a major boost for our schools and has one clear aim – to reduce the link between deprivation and educational attainment. The Welsh Government is taking practical action to deliver better educational opportunities for our most disadvantaged children.”

Fellow Labour AM Mick Antoniw will introduce a draft bill to the Assembly next week that seeks to redress years of suffering by people who have worked with asbestos and contracted diseases such as mesothelioma (cancer of the lining of the lungs) as a result.

Jeff Cuthbert AM said: “As a lifelong trade unionist, I very much applaud my colleague Mick Antoniw on bringing this important legislation forward.

“Over the years, employees who have worked with asbestos have been at risk of developing serious long-term health complications.

“This places a considerable financial burden on the Welsh NHS and it is right that it should be able to recover such costs from employers when the latter are proven to have been negligent.

“The money recovered can then be re-allocated to the benefit of sufferers of asbestos-caused diseases and their families.”

Louise came up with the concept of STAMTRAM few years ago, however during a difficult period in which they have both been out of work, they discovered their shared passion for raising money for charity and decided to work together to pursue the fundraising drive.

Fundraiser Jamie Pritchard said:
‘It’s a really difficult time economically and it can be really frustrating looking unsuccessfully for a job, so we decided to make something positive out of it and achieve our objectives. We have both been involved with volunteering, donating and charity fundraising before but of course nothing on this level. If I can’t find a job, then I can’t think of anything else I would rather spend my time doing.

Showing their drive and enthusiasm Jamie and Louise set about choosing four charities; Autism Cymru, Four Paws Animal Rescue, The Princes Trust and Ty Hyfan and they will split all of the monies they raise equally between the charities. A representative from each charity was present at the launch and each spoke briefly about their charities work. They all expressed their support and vast gratitude for the fundraising help they will be receiving from Jamie and Louise over the next two years.

Opening the launch Jeff Cuthbert AM said:

‘When they told me about their plans I was immediately supportive because it’s an ambitious but brilliant idea. Jamie and Louise have let themselves in for a real challenge, and they know that it’s going to take a lot of hard work. I wish them the best with their fundraising and I will be there to help and support them in any way that I can.’

The launch also featured performances by singer Krystal Mills and dancers Yasmine Davies, Lyndsay Davies and Alice Cole. Louise has been inspired by her sister Jo Salmon, another Caerphilly resident, who earlier this month raised £8,000 for the two Autism charities in Wales.

Growing emotional at the idea of all the wonderful things the money they aim to raise could achieve Louise Kirton said:
‘Each of these four charities represents things which are very close to our hearts and mean something special to us. For example we are supporting The Princes Trust because last year I had my own business and I know what it’s like to work your tail off and still end up having to shut-up shop. We have already made a great start and I look forward to actually being able to hand-over the money to the charities.’

In March they held a successful fundraising event at the Virginia Park Golf Club and have already secured funds from some local businesses. Jamie and Louise plan to ramp up the activity over the summer by collecting money outside of local supermarkets, organising more events in Caerphilly, the surrounding Valleys communities and eventually setting off on the road across Wales. Lindsay Whittle also highlighted the work of council workers across Wales, describing them as “unsung heroes” who go the extra mile to serve the public.

Speaking in a Senedd debate on local government, Lindsay Whittle, a former leader of Caerphilly council, said: “Plaid Cymru doesn’t support a national council tax freeze as has happened in England and Scotland, because council tax levels are different here than they are in England. And also, the funding settlement is more generous in Scotland.

“Caerphilly has chosen to freeze council tax in order to help hard-pressed families. This is Caerphilly’s own decision and Plaid Cymru is clear that decisions on council tax must be made by individual councils. Just as we want Wales to control its own tax rates where possible, we don’t support a blanket all-Wales policy on council tax because each authority regardless of its politics has its own needs and circumstances.

“In Caerphilly £17m of efficiency savings have been found without significantly impacting on frontline services and local jobs. That is the kind of financial management that has enabled Plaid Cymru to keep the council tax frozen in the borough, not just for this year but next year as well, and that is a historic first for Wales.”

He also praised the scheme which has provided 160 apprentice and training places in Caerphilly and said every local authority in Wales should follow suit.

Lindsay Whittle said he loved local government, pointing out as a 14-year-old he used to go from school to listen to debates at Caerphilly Urban District Council. “I was the only person in the public gallery and I have been attending council meetings for 45 years.”

Leanne Wood AM met with Councillor Ron Davies, the cabinet member for regeneration at Caerffili county borough council, to discover more about the scheme.

The state-of-the art facility will also include a council customer service centre where residents can access a wide range of council services under one roof.

Ms Wood said: “The plans look very impressive and I commend Caerffili county borough council for their bold vision to breathe life into this corner of the town centre.

“I was particularly impressed by the council’s commitment to sustainability by using the beautiful reclaimed stone from the old post office.  Not only will it make the new library look great but it will also ensure a valuable building material does not go to waste.

“If town centres are to survive and thrive, then schemes which increase footfall in the town centre and give local residents another reason to come into town, are absolutely vital.”

Councillor Ron Davies, the council’s cabinet member for regeneration, said: “This new library follows on from similar and successful schemes we have implemented for the towns of Risca and Bargoed.

“I am delighted that work has now begun on delivering a library that Caerffili can be proud of.”

Councillor Davies added: “The economic downturn has meant money is tight in many households in the valleys.  This has led to difficult trading conditions for some local businesses but I’m proud to say that key town centres in Caerphilly, Blackwood, Bargoed and Risca maintained or increased their footfall figures.

“It is more important than ever that regeneration is placed at the heart of every local authority’s strategy.  In Caerffili county borough, this will continue to be the case if voters place their faith in Plaid Cymru for another term on May 3rd.”

As part of the Valleys Regional Park (VRP) concept, European funds are being put to good use to transform the mountainside above the town at Watford.

Councillor Fussell said: “The valleys have such fantastic environmental riches and this scheme will enhance this area for both residents and the many visitors that venture onto the mountain.”

Councillors Elsbury and Steve Kent added: “This work with its art features and new stone walls represents an important regeneration and we’re grateful that Jill Evans was able to view the improvements being made.”

The VRP was the result of more than three years’ research and collaborative development and planning with over 30 partner organisations and more than 550 people, funded by the Heads of the Valleys Initiative.

VRP works to deliver an environment and heritage action plan devised as a result of the development work and complements the activities and programmes of the Heads of the Valleys and Western Valleys Regeneration Areas.

The aim is to create a high quality, sustainable network of green space.

Now they are looking for springtime snaps to represent APRIL, MAY and JUNE!

Local people are being encouraged to capture seasonal images from across the county borough, and upload the pictures to Caerphilly County Borough Council’s Facebook page.

Anyone with a camera can take part – whether young or young at heart, professional or amateur. The council is compiling shots to feature in a special calendar of images with a picture being selected for each month of the year.

At the end of the year the winner of the best picture from three catagories will win an iPad each (Under 16s, Over 16s, and Professional/Camera Club)

The competition is open to anyone who lives in the Caerphilly county borough, and the aim is to create a collection of photos that can be put together to form a calendar showcasing the beauty of the area. All photos which are entered must be the original work of the entrant and must not already be entered for any other competition.

They are currently looking for photos to represent APRIL, MAY and JUNE, so start uploading your shots of spring and keep your fingers crossed for that fabulous prize!

Kane Austin, age 15, of Grays Gardens, Graig Y Rhacca was given a two-year ASBO at Cwmbran Youth Court on 3rd April 2012 after a regular series of abusive, anti-social and aggressive incidents in his local area.

Despite numerous interventions as part of the Safer Caerphilly Community Safety Partnership’s well-established four strikes process, Kane’s behaviour continued.

The Anti-Social Behaviour Order prevents Kane Austin, anywhere within the Caerphilly County Borough Council area from:

• Acting or inciting others to act in an anti-social manner likely to cause harassment, alarm or distress to one or more persons not of the same household
• Throwing items at any person
• Throwing any items at any property not belonging to him or without the owners consent
• Urinating in a public place other than a public lavatory
• Being together in a public place in a group of two or more persons behaving in a manner likely to cause harassment, alarm or distress, or in a manner likely to cause a person to fear for their safety or the safety of their property or vehicles
• Being drunk or consuming alcohol in any public place other than licensed premises
• Being under the influence of any illegal substance in a public place

In addition to the ASBO, Kane is also subject to an Individual Support Order, which means he must work with the local Youth Offending Service in order to help prevent a repetition of the behaviour which led to the making of the Anti-Social Behaviour Order.

Rob Hartshorn, Head of Public Protection at Caerphilly County Borough Council said, “We take a tough stance on anti-social behaviour in our county borough, and we are adamant that a very small minority of people will not cause nuisance and disturbance to our residents”.

He continued, “I sincerely hope this tough action will be a warning to others that their behaviour will not be tolerated”.

Crime and Disorder Reduction Officer for Bedwas, Stuart Lewis said, “The Anti-Social Behaviour Order placed upon this young person sends out a clear message that behaving in this way will not be tolerated in the local community.  Our aim is to protect the community and I am sure that the quality of life for these residents who have been previously subjected to anti-social behaviour will now improve.”

Breaching an Anti-Social Behaviour Order is a criminal offence, and will result in the individual concerned being arrested, charged and having to make an appearance before the courts.

The Safer Caerphilly Community Safety Partnership is a multi-agency organisation, whose statutory bodies are Caerphilly County Borough Council, Gwent Police, South Wales Fire and Rescue Service, Aneurin Bevan Health Board, Gwent Police Authority and Wales Probation Trust. It works to reduce levels of crime, disorder, anti-social behaviour and fear of crime in the local area.

Residents suffering from anti-social behaviour are encouraged to report this to Gwent Police. Victim Support is also there to provide support on 0845 30 30 900.

The party will be contesting 56 of the 73 seats at the election.

Councillor Allan Pritchard, Plaid leader of Caerphilly County Borough Council, said council tax bills had risen by an annual average of just 1.3% since the party won control of the authority in 2008.

“In contrast, the increases under the last Labour administration were more than three times higher. They were 4.8%, 4.9%, 4.9% and 3.5%, making an average of 4.5%.

“The simple message is that Plaid leaves more of your money in your pocket. While some individual charges have increased, you only pay them if you use the service. With council tax every household benefits by lower bills and the freeze for the last two years.

“I’d urge residents to judge us on our record. Do residents want to see their council tax bills shoot up under Labour – because that is what will happen? They have already opposed freezes in charges every time.”

Residents asked in a recent survey gave the Plaid-led council a satisfaction rating of 78% per cent, the highest ever.

Plaid’s pledges include:

• Building on the success of the training and apprentice scheme which has already created 162 places.
• A total of £92m will be spent on improving English and Welsh medium schools.
•  Improving education standards in schools.
• Investing £172m in improving council homes.
• Improving recycling further – already the best in South Wales.
• £19m to go on highway improvements over four years.
• Regeneration continuing with new multiplex cinema in Bargoed
• New libraries to be opened in Caerphilly and Abercarn.
• Council tax increases kept to a minimum.

Councillor Pritchard added: “Residents should remember that this is a local election about who can deliver best for Caerphilly county borough. It is not an election to judge the performance of the Tory-led Westminster Government and, of course, very few Conservative candidates are standing for election here.

“We have proved over the past four years that given the tools, Plaid has and will deliver first class services for the residents of our county borough.  After all we have achieved so much through improving the running of the council by sound business management despite financial cut-backs imposed by the UK and Cardiff governments. We would hate to see this council revert to the dinosauric Town Hall system that Labour so loved.  We have taken Caerphilly county borough into the 21st century, so let’s continue to stride forward and not look back to the dark ages.”

A Level student Allana Reid has been chosen to assist the Lord Lieutenant of Gwent Simon Boyle on official engagements for a year. Lord-Lieutenants are the Queen’s representatives in every county of the UK.

Allana joined Gwent & Powys Army Cadet Force in 2007, starting in the Pen Y Rheol detachment before transferring to Blackwood. Her swift rise through the Cadet ranks, passing her Army Proficiency Certificates (APCs) to become a Cadet Sergeant, and optional leadership qualification Senior Cadet Instructor Cadre, have been exceptional achievements for her age.

Allana is preparing to meet HM The Queen at one of her first official engagements with the Lord-Lieutenant during April.

“I’m so honoured to be awarded the post, I didn’t even expect to be considered at my age,” said Senior Cadet Allana, 16, from Fleur de Lys.  “I’m really looking forward to representing Gwent’s Cadets in my new role.”

She may be young, but Allana’s experiences have certainly been action-packed.  An award for ‘best recruit’ and representing the AFC at the 2011 WWII remembrance parade in London also number among the talented teenager’s many impressive achievements.

Some of the varied skills Allana has mastered include skill-at-arms, expeditions, first aid and map & compass. Army Cadets also learn a wide range of skills in practical exercises such as Fieldcraft, consisting of navigation, team working, leadership and survival skills.

Allana’s positive attitude continues to drive her success: “It can be really tough”, she said, speaking about her experiences on a Fieldcraft expedition to the Brecon Beacons in 2011.

“Fieldcraft can leave you psychically drained, as you’re carrying such heavy kit, but it’s important to stay focused and positive, as this helps morale stay high among the team.”

Allana is no stranger to life in the military. Growing up on army bases in Cyprus, Scotland and Wales, and following in the footsteps of her father and grandfather – both in the forces – sparked her interest in the Army Cadet Force.

Since joining the Cadets, which she attends twice a week, Allana’s commitment to continuous learning and development both in the ACF and at College is inspirational.   As well as studying her A Levels in English Literature, Law and Religious Studies at Coleg Gwent’s Crosskeys Campus, the youngster also aims to complete a BTEC qualification in Public Services with the ACF, and shares her teaching and leadership skills supervising and instructing new recruits.

“I try to learn as much as I can, which will hopefully stand me in good stead for the future,” she said.

“I’ve not decided on a career yet, but getting a good education is so important. At the moment I’m considering eventually going into nursing, but I’d also like to get a helicopter pilot’s licence too!”

Coleg Gwent Crosskeys Campus Director Jen Jenkins, said: “We were all delighted and proud to learn of Allana’s success, and wish her well for her year in the role of Lord-Lieutenant’s Cadet.”

Bryce Davies was commissioned by Caerphilly County Borough Council to work with local community groups and help improve the Cwrt Rawlin Underpass in Castleview, Caerphilly.

The area was previously strewn with rubbish and the walls of the underpass vandalised, the whole area has been cleaned up and the tarnished underpass has been rejuvenated with artwork reflecting the local landscape and local history. One of the most impacting images is that depicting the Senghenydd Mining Disaster.

Mark Williams, Head of Public Services at Caerphilly County Borough Council commended the project, “This underpass has previously given rise to complaint, but now is receiving many positive comments from local residents which in turn has stimulated pride in the area”.

The project was funded by the Welsh Government’s Tidy Towns initiative, which empowers people to make improvements to their local environment and help achieve a clean, safe and tidy Wales.

Caerphilly County Borough Council and contractor Simons are giving residents and commuters advance warning of the essential utility works that will be set to take place this summer, in order to bring this exciting enterprise to life.

It is anticipated that traffic will be disrupted on Hanbury Road for only one day in May, in order to lay necessary telecommunication cables and that road closures will be undertaken for five days over a weekend in August for the works regarding the sewage systems required for the site.

Once the utility work is completed, the construction will move to the area of the site, which will be inside hoarding and therefore additional road closures are not envisaged.

The anchor store Morrisons are bringing to Bargoed will help to create a development plateau in the heart of the town centre. The new store will incorporate Morrisons full range of goods and services while also bringing to Bargoed the latest Morrisons interior layout, one of the first to be rolled out in Wales.

The Morrisons development will be complemented by a variety of mixed-use retail units of 20,500 sq. ft. together with a 400 space car park.

Bargoed will remain open for business throughout these essential works.

Caerphilly Council has just banned smoking in almost 100 play areas after a campaign by the local Youth Forum. Local schoolchildren will now design the signs to help enforce it.

A Freedom of Information request by ASH Wales has revealed that just 2 out of Wales’s 22 local authorities have official policies prohibiting smoking in children’s playgrounds.

Despite pressure from the Welsh Government to reduce the harm caused by second hand smoke to children, only Caerphilly and Powys Councils have extended their smoke-free policy to outdoor areas.

A survey by Yougov in 2012 shows that 79% of Welsh adults now believe that smoking should not be allowed in playgrounds, in order to protect children from second hand smoke and litter.

Young campaigners will gather in Cardiff Bay this week to mark the anniversary of Wales’s smoke-free legislation by holding a Kick Butts Day event which is a global campaign to allow young people to take action and speak out against the harm caused by tobacco use.

The issue of passive smoking in parks was this year signalled as a priority by the Caerphilly Youth Forum.

A competition will now be run in local schools across the borough to design signs that will go up in all of the local authority run play areas to help enforce the ban.

Gerraint Jones-Griffiths aged 15, Environment Project Group Representative on the Caerphilly Youth Forum said: “I believe not only as an environment rep for the Youth Forum but also as a citizen in South Wales that it is a great suggestion to ban smoking in Parks to make Caerphilly a better County!”

Joel Price aged 15 (Deputy Representative) said: “The Youth Forum told the Council it was a real issue that people were smoking in Parks and it was spoiling things for the young people in the borough. They wanted the council to ban smoking in all parks and Children’s Play Areas. The fact that the ban has been agreed is an amazing success for the Youth Forum and a huge success for Caerphilly. The amazement I’m feeling is beyond excitement. Let’s hope the rest of Caerphilly respect this and take on board that it will be better for everyone.”

Rob Hartshorn, Caerphilly County Borough Council Head of Public Protection, said, “We welcome this decision as smoking continues to be the largest single preventable cause of ill health and premature death in Wales, causing around 5,650 deaths each year. This includes the harm caused to non-smokers who have inhaled second hand smoke. We as a council are trying to encourage young people and children to see non-smoking as the best thing for their health. Erecting signs in play areas across the borough will also encourage parents who smoke to attempt to quit.”

ASH Wales which launched a national campaign for smoke-free playgrounds in 2010 has developed a toolkit to help local authorities implement playground bans which can be found on their website www.ashwales.org.uk

Chief Executive Elen de Lacy, said: “We are delighted that Caerphilly Council has taken this step to ban smoking in its playgrounds and is committed to making sure people take notice of it.

“All Councils in Wales already have the power to ban and enforce this rule and we want to see them all following Caerphilly’s lead.”

“We know that children are at particular risk from second hand smoke and that they are more likely to start smoking themselves if they see adults doing it in a family friendly environment. It is vital that we de-normalise smoking to reduce the rates of young people taking it up and also reduce their exposure to smoke in areas that they gather.”

Nathan Flanagan, who is on a plumbing course at Ystrad Mynach College, has been selected by Plaid Cymru to contest the Moriah ward which covers Abertysswg and part of Rhymney on Caerphilly County Borough Council.

Nathan, a former pupil at Ysgol Gyfun Cwm Rhymni, of Westville, Abertysswg, first took an interest in politics at the age of 11 and later became chair of the Caerphilly Youth Forum.

Nathan, a Welsh speaker, who is the UK Youth Ambassador for Wales, was recently given a Good Citizen’s Award by the Mayor of Caerphilly, Councillor Vera Jenkins.

Nathan said: “I wanted to get involved in the community I lived in and represent the views of young people so I joined the youth forum and it went from there.

“I’ve enjoyed being a champion for young people and now I want to win a seat on the council so I can represent the community as a whole.

“I’ll be campaigning for better young facilities so that young people have more activities in the area and that bring benefits to the community as a whole.

“I believe elected representatives should be a mix of people of all ages. If elected, I will ensure I work alongside one of the experienced Plaid councillors who would act as a mentor. That is important for any new councillor, whatever age.”

Nathan, who plays rugby for the Abertysswg Youth team, added: “I’m delighted to be standing for Plaid in Caerphilly. They have a great record running Caerphilly County Borough Council. I’m particularly pleased that they providing more than 150 apprentice and training places to young people, something which was desperately needed and also it’s great for the wider community that council tax has been frozen for the past two years.”

Lindsay Whittle, Plaid Cymru AM for South Wales East, said: “I think it is fantastic that we have a young and inspiring candidate like Nathan standing for Plaid Cymru.  It’s great to see a young man keen to represent his community. I’d love to see more young people engaging with politics. We need to encourage people of all ages to stand for election.”

The development confirms the commitment given to the local population during public consultation on Ysbyty Ystrad Fawr, the new local general hospital in Ystrad Mynach and is designed to address the particular needs of communities in the North of Caerphilly County Borough.

MedicX, the UK healthcare property investor and developer was appointed in 2009 to design and build the centre and the company has worked closely with Aneurin Bevan Health Board, Caerphilly County Borough Council, the Welsh Government and local GPs to design a modern purpose built health and social care facility.

A Community Forum, made up of local residents, voluntary organisations, councillors and health and social care professionals, has also been involved in the planning, ensuring a local say on the facilities offered.

Scheduled to open in the summer of 2013, the centre will complement the range of healthcare services provided in Ysbyty Ystrad Fawr.

Services planned for the centre include 2 GP practices, a dental practice, optometry suite and social services day opportunities. In addition, the centre will act as a base for health and social care staff working in the North of the borough who provide care to a wide range of clients including children, older people, and people receiving mental health support. The centre will also have 12 in-patient beds, 2 of which will be designated for palliative care.

Sian Martin (Caerphilly Locality Director) said that the new centre would bring a number of different services together in one building. “This is effectively a satellite of the new hospital and the services to be provided have been debated and agreed through the Community Forum, by the people that will ultimately be using them. It’s an exciting time for healthcare in Caerphilly County Borough as we are working to expand the range of treatment and care services available locally through the building of modern facilities such as the new hospital and now the resource centre for the North,” she said.

Albert Heaney, Corporate Director – Social Services at Caerphilly County Borough Council said, “The centre will enhance existing community services capacity and bring together a number of health and social care teams who will provide services in the community and from the centre itself. I look forward to seeing this impressive facility come to fruition over the coming months as work progresses”.

Ashley Heath (Healthcare Property Director – MedicX) said, ‘modern healthcare facilities, that can be delivered within budget and provide value for money, are essential for local communities. We are confident this fantastic new centre will transform the patient experience.

We are delighted to be developing this state of the art health and social care centre in Rhymney, in partnership with Aneurin Bevan Health Board, Caerphilly County Borough Council, the Welsh Government and the local GPs and we hope everyone will be delighted with what will eventually be achieved.’

The teams work on a three pronged approach, giving people the training and skills, the equipment access and affordable broadband and have recently supported the 1000th person to be get online.

Get IT Together, in partnership with BT and Citizens Online supports older people and disabled residents to realise and reap the benefits of being online.

Come Surf With Me, a Communities 2.0 initiative, employs 3 digital inclusion officers who offer training and support across the borough, particularly to those who are out of work, enabling them to search for work online, update and email CV’s and learn IT skills to support them back into employment.

And Friends IT offer affordable equipment with home PC’s starting at £99 for those eligible to certain benefits. This includes a 90 day warranty and technical support.

Tina McMahon Community Regeneration Manager praised the projects, “Having access to the internet and word processing can benefit everyone in the family, children can research homework, parents can budget and grandparents can order shopping to be delivered to their door. For many, cost and fear are a barrier, but these schemes make getting online so much more accessible.”

With the creation of a new Digital Inclusion Network, where service providers across the borough can share and trade ideas to get more people online, Caerphilly CBC residents are getting better connected.

On April 14th 1912 the RMS Titanic hit an iceberg and Artie Moore of Pontllainfraith picked up a distress signal on his homemade wireless radio over 3,000 miles away at Gelligroes Mill. Although he alerted local Police, no one believed him until the tragic news was published two days later.

The County Borough museum, the Winding House in New Tredegar opens its fascinating new exhibition on Friday 6th April.

‘The Titanic, the Mill and the Signal: Artie Moore and Titanic’s SOS’, focuses on amateur radio enthusiast, Artie Moore from Gelligroes Mill, who received RMS Titanic ‘s SOS signal, on his home-made radio receiver. The new exhibition will also explore the story of Titanic and some local links in this 100th anniversary year of her sinking.

Helen Willson, Principal Museums and Heritage Officer said, “The story of Titanic has long held fascination for many people and here in Caerphilly County Borough, we have an amazing local link. On the night of 14th April, 1912, Artie’s home-made receiver picked Titanic’s SOS signal after she struck the iceberg, and so he was one of the first people in the world to learn of her fate.”

The Titanic, the Mill and the Signal: Artie Moore and Titanic’s SOS will open on Good Friday, 6th April and will remain on display for the rest of the year. The museum is open Tuesdays-Sundays, 10am-5pm and admission is free.

The FREE Titanic-themed events continue throughout April. On Saturday 14th April, Gelligroes Mill will be open to the public from 10am-4pm, where Blackwood and District Amateur Radio Society will be setting up a special event station in recognition of Artie Moore’s receiving the Titanic’s signal. There will also be a guided walk around the Gelligroes area for visitors to retrace Artie’s footsteps.

On Sunday 15th April, at 2pm, the classic 1958 film about the sinking of Titanic, “A Night to Remember”, will be on show at the Winding House. Admission is free but booking is essential. To round up the month of Titanic events, the museum will also be hosting an engaging talk, “The Loss of RMS Titanic” by Lieutenant Commander Ray Davies (Royal Navy, retired), on Saturday 21st April, at 2pm. Booking is also essential for this free and informative event.

Research by the BBC has shown that Caerphilly county borough’s new business base growth over the period 2010-12 is the best in the valleys.

While the whole of Wales actually saw a 0.3% decrease in the number of companies operating, Caerphilly was among those local authorities contributing to the national economy showing positive growth in trading businesses in the area.

Anthony O’Sullivan, Chief Executive of Caerphilly county borough council, said, “I am pleased to see that Caerphilly is being recognised for its contribution to the national economy. Local businesses are the life and soul of our borough and continual growth will go a long way to providing more employment for our communities.”

Council initiatives, such as the exciting ‘Go2MyTown’, which was launched last year to get more businesses online in the Heads of the Valleys area, have provided new businesses with a platform to start out and have encouraged residents to buy local products and services.

Many schools across the county borough are already taking steps to improve the food and drink they make available to students but we want to make sure this happens in all our schools. A child’s behaviour pattern is set very early in life and by the time they reach adolescence behaviours can be very hard to change. School provides an ideal opportunity to convey positive messages on healthy eating to support them through appropriate behaviours.

Robert Hartshorn, Head of Public Protection at Caerphilly County Borough Council said, “Schools are ideal places to encourage children to make healthy eating choices. We can offer a range of delicious meals to help to keep our children fit and healthy now and in the future”.

What does this mean for your child?

• They will receive at least one portion of fruit and one of vegetable each day in school meals and snacks.
• Fizzy drinks will no longer be available, replaced instead with water and fruit juices.
• School meals will follow guidelines to increase intakes of fruit, vegetables and oily fish, whilst reducing processed foods high in salt, sugar and fat.
• Children will eat together, enjoying the social aspects of dining together.
• Most importantly exploring food will be fun!

Schools will receive new menu cards, signage and newsletters, and everyone will be made aware of the Appetite for Life campaign through social media, bus and radio advertising and Newsline.

There is also a website, My School Lunch website where parents, children and teachers can view menus, find information on school cookery clubs and enjoy fun activities about healthy eating.

The Millennium Stadium in Cardiff will be holding the first Olympic event, kicking off with the women’s football games. The volunteers, aged 15-17, will be present at half of the matches with the chance to be working as ball persons during the Men’s Bronze Medal deciding game.

Matthew Page, Cory Mahoney, Catrin Griffiths, Becky Sykes, Alex Beecham and Joshua Snook were all chosen due to their dedication and continued support of Sport Caerphilly activities, going above and beyond expectations.

So inspired are they by the London2012 Olympics, one youngster has even turned down a holiday to Mexico, so that she can take part!

Tony Wallis, Competition Development Officer at Sport Caerphilly congratulated the youngsters, saying, “These young people are really inspiring, what a fitting reward to be involved in the biggest sporting event our country has seen.”

The Olympic football matches will kick off on July 25th at the Millennium Stadium in Cardiff.

At last year’s Assembly election, Welsh Labour pledged to fund 500 CSOs across Wales by September 2013. As of April 1st, the first tranche of 165 officers will either be deployed or in training.

Jeff Cuthbert AM said:

“These ten extra Community Support Officers will be a welcome addition to the local community and will help tackle anti-social behaviour, related criminal activity and domestic violence.

“At a time when the Gwent police funding has been viciously slashed by the Tory-led Westminster Government, the Community Support Officers have been welcomed as a valuable additional resource by the Chief Constable of the Gwent Police.”

Welsh Labour’s Minister for Local Government and Communities Carl Sargeant said:

“These CSOs are not a replacement for warranted police officers. They will be a valuable and visible addition for existing police resources, engaging with local residents and community organisations and providing support and reassurance.

“I have already met some of the first recruits and have been impressed with their commitment and enthusiasm. I look forward to meeting others across Wales as they undertake their training and start work within their communities.”

In the Gwent police area to date 40 recruits have been trained and deployed with a total of 101 full time equivalent PCSO’s allocated to the area. 146 full and part time officers will be in post by the end of July 2012.

Jeff Cuthbert AM said:

‘March has been a very good month for the Caerphilly constituency with the area being awarded over a million of Welsh Government funding for grants to improve transport, libraries and community centres to name a few. I’m extremely pleased to see this further investment which compliments the new hospital and Bargoed regeneration, both of which were also Welsh Government funded initiatives.

Minister for Local Government and Communities Carl Sargent said:

‘It is important that schemes progress and are completed in order to assist with our broader strategic objectives of economic regeneration through stimulation of the local economy.  However, the commitment to fund elements of these schemes which have yet to start construction has to be made within the context of affordability and the impact on future budgets is not excessive.’

The Labour Welsh Governments Climate Change Strategy confirms the commitment for delivering reduced emissions by 3% per year from 2011 in areas of devolved competence, against a baseline of average emissions between 2006 and 2010, for an overall cut to Welsh greenhouse gas emissions of 40% by 2020

The St James councillor was speaking during a conference session discussing how to create a smarter Wales and create opportunities for all our children.

Councillor Lynne Hughes said: “It is really important that communities engage with their children’s education. Integrated children’s centres like the one at St James Primary School enables local children to access learning and play opportunities before school age. It also provides parents with childcare, support for parenting and access to wider services like health visitors. Facilities like this on school sites help develop strong links between school and the local community. This will reap the benefits when children go to school.

Education spokesperson Simon Thomas AM added:  “Our councils have a key role to play through their support services they need to ensure our children are able to master the basic skills of reading, writing and counting.  This must be a key commitment for any candidate standing in the May elections. Together we can make Wales better.”

“We need to work towards a wider change in attitude.  Schools and teachers cannot be expected to do everything. Together we can make Wales better.”

Councillor Allan Pritchard, leader of the council, told Plaid’s spring conference in Ffos Las, Carmarthenshire, said: “I’m immensely proud of what has been achieved.

“One of key priorities has been to help families and individuals in these difficult financial times. Energy, food and fuel bills have been rocketing while job insecurity has grown and council tax is a significant part of the monthly household budget.

“That is why we decided to peg council tax for the last two years. We felt residents needed support and over four years the increase on the Band D rate has been the lowest in Wales and thanks to the Plaid led Caerphilly council, we now has the lowest council tax level of any of the South Wales Valley authorities.

“While we have kept bills down by tackling issues such as the number of senior managers and bureaucracy in general, we have also ensured that excellent frontline services have been maintained.”

He listed some of the authority’s achievements:

• More than £17m of efficiency savings made while protect frontline services
• Introducing a training and apprenticeship scheme which has so far created 162 places
• Opening new libraries at Bargoed, Blackwood and Risca against UK trends
• Achieved the highest recycling rate in South Wales – thanks to support from the public
• Spending an extra £4m on road improvements
• Multi-million pound regeneration of town centres

Councillor Pritchard added: “This is not a Westminster election or one for the National Assembly, it is one about who can run your local services better. I hope the public will look at our record and give Plaid four more years in control of Caerphilly.”

Plaid’s plans for the future include:

• £92m invest into our 21st Century Schools programme to improve English and Welsh medium schools
• £19m spend on improve roads further
• Investing £173m in improving council homes
• Continuing the successful new training and apprenticeship programme for young people.
• Investing in town centres, including more than £30m in Bargoed
• Providing over £5m for an international-standard centre of sporting excellence in Ystrad Mynach
• Boosting recycling rates further
• Developing new libraries in Caerphilly and Abercarn

Groundwork Caerphilly and Gwent Police have worked with the school to promote a butt-free zone and the posters made through the competition will encourage parents who smoke to dispose of their cigarettes in new bins outside the school.

Brogan Mills, aged 10, won the first prize and has had A3 posters made of her creation which will adorn the fences outside the school to remind smoking parents that dropping cigarette butts on the floor is paramount to littering and damages our environment.

Tiana Fortune and Jake Richards were also awarded gift cards for their posters while every other student who entered the competition received a goodie bag for their effort. Because of the high standard of entries, every poster has been laminated and will also be attached, alongside the winning design, on the school fences.

Janine Reed, an officer for Groundwork Caerphilly, who partnered with Gwent Police to develop the competition, said, “All the entries by the pupils were of a very high standard and we want to thank the students for their help in keeping Bargoed a clean and tidy place, free of cigarette butts.”

She continued, “Smoking is not just bad for your health, it damages the environment. Even after someone has finished a cigarette, if the butt is dropped on the floor it can affect surrounding wildlife. If swallowed, animals are unable to digest this litter and this can prove fatal.”

Bargoed Community Support Officer, Lisa Humphries, said: “We were really impressed by all of the competition entries that the children submitted. The posters have now been displayed around the school, and we hope that they act as a reminder to parents that they have a responsibility to keep the area litter free.”

The prizes were donated by the Greater Bargoed Communities First Partnership.

CFAP is a competitive grant scheme launched in 2002 and operated by the Welsh Government to help community and voluntary organisations provide facilities or carry out activities which will promote the regeneration of communities. Successful grant recipients have submitted well developed projects which have the support of the local community.

Holy Trinity Church in Ystrad Mynach received £17,000 to renovate the church and community hall, the Senghenydd Community Centre collected £290,298 to improve access, install a lift, renovate and sound-proof the interior and the United Reformed Church on Van Road in Caerphilly secured £300,000 to continue refurbishment and restoration of the facilities for community use.

Labour Caerphilly AM Jeff Cuthbert (pictured) said:

‘This is a huge amount of investment by the Welsh Government into Caerphilly and the most successful round for our area that I can remember. The application process is very rigorous and such success would suggest that we have a group of volunteers in the area who are dedicated to providing facilities and activities for the wider community. This good news is much needed after the recent budget announcement by George Osbourne which promises more austerity.

‘Congratulations to the three groups who received funding and I wish them well in their planned improvements. I would urge those projects in the area which might not have been awarded funding this time to keep trying and apply again.

He served with distinction as Mayor of Caerphilly County Borough Council in 2007/08. He represented the Argoed ward, was a widower and leaves one son, a daughter in law and two grandchildren. He lived for over forty years in the Argoed area.

Allen was born in 1935 in Aberbargoed, educated at New Tredegar Technical Institute, Monmouthshire Technical College and Treforest Technical College where he studied for his National Diploma in Mechanical Engineering.

He started working in the drawing office of the National Coal Board’s offices in Tredomen in 1952 and in 1967 became an Assistant Engineer to a mining consultancy and finished his working career as Works Manager for an Engineering company in Abercarn and Halifax, West Yorkshire.

Allen had also served as a Community Councillor for the Argoed Ward since November 1995 and was also its first Chairman. He has been a Caerphilly county borough councillor since June 2004. Cllr Williams’ main interests were in sports and he had a great involvement in charitable organisations and events. He took a great interest in the Voluntary Sector and was Chair of the Gwent Association of Voluntary Organisations (GAVO).

Chief Executive, Anthony O’Sullivan said on behalf of the authority “Allen served his community with a great deal of passion and was always ready to help and support colleagues and his local community. He will be sorely missed by everyone who knew him and our thoughts and prayers are with the family at this difficult time.”

Jeff Cuthbert AM said: “I was recently contacted by a constituent who uses Hengoed railway station to commute into Cardiff on a daily basis.

“She told me that the station environment is very untidy with litter lying around on the floor; a persistent smell of urine; and people regularly smoking, despite ‘No Smoking’ signs and a clear CCTV presence.

“It’s not enough for train operating companies [TOCs] to just blame this on a lack of funding from the Welsh Government. TOCs know full well that they have a duty to maintain railway stations for which they are responsible, particularly in the case where stations are unmanned.

“I will be watching closely to make sure that ATW does more to clean up Hengoed station and holding them to account if they don’t.”

In the interests of hygiene and to improve the safety of children using playground and games areas, a Dog Control order is being proposed.

The order will ban dogs from enclosed children’s play areas and Multi Use Games Areas, with the penalty for committing an offence up to £1,000.

In the 2011 Household Survey 49% of respondents felt that dog fouling was a big problem in their neighbourhood, the control order will also cover dog fouling as an offence.

The council does not wish to alienate dog owners and the proposals will be subject to public consultation before being implemented.

Rob Hartshorn, Head of Public Protection said, “Responsible dog owners will already realise that children’s play areas are not suitable for dog walking, this order will enable the council to target those who are irresponsible, making play areas cleaner and safer.”

In total 122 areas could be covered by the Dog Control Order, it is hoped this new legislation will enable officers to issue more Fixed Penalty Notices, and ultimately discourage irresponsible dog ownership.

The matter will be discussed by the council’s Living Environment Scrutiny Committee on Tuesday 20th March.

They did a sponsored run dressed as women last year, but this year Kieran Gingell and James Hurley from Corporate Finance are going one better! They’ll be doing an excruciating eight-hour exercise bike challenge on Friday 23rd March at the council’s headquarters Penallta House.

Comedian John Bishop managed 295 miles from Paris to London in five days as part of his triathlon challenge for Sports Relief recently… can the boys complete this distance in just ONE day??

Sporty staff will also be taking part in a Sport Relief Netball Tournament this Thursday 22nd March at St Cenydd Leisure Centre.

Last but by no means least is the Caerphilly Castle Sports Relief Mile on Sunday 25th March!

There’s still time to register to take part! Whether you enter the one mile, the three miles, or really stretch yourself and go that extra mile by taking on the 6 mile race, you will be doing your bit for a worthy cause!

And in true ‘Tortoise and the Hare’ style, the council’s resident runner Stuart Wadlow from the Facilities Management department will be taking on six of the Sport Caerphilly team in a ‘Sportoises v No Hair’ relay race over the six mile course!!

This ambitious initiative was originally due to create 150  training and apprenticeship places over three years from April 2011 but by this January had already reached 107. A total of 162 youngsters are now involved in the scheme.

Councillor James Fussell, Cabinet Member for Human Resources, said:

“Plaid launched this scheme because, as a council, l we felt it was crucial to provide training opportunities for our young people.  Unemployment among young people is too high and they must not be left on the scrapheap with no hope.

“We wanted to provide training places to improve their opportunities of finding employment and that is why we invested almost £500,000.”

Councillor Fussell added: “This scheme has grown rapidly and exceeded all our expectations. At this rate of uptake the three-year programme of 150 placements could well be doubled if not more. If that happens we will need additional finance to support and this is something this Plaid council is looking at.

“We are looking at the way the council delivers additional placements given the interest shown from the business fraternity. If the council sets its self up as the main hub and allows access to placements into the private sector, then I believe this could run into thousands of opportunities for our young unemployed.

“Council tenants have handed the authority the challenge of meeting the Welsh Housing Quality Standard. And this will mean more trade apprentices within the Housing departments as over the next seven years at least.

“If Plaid is re-elected then I’m confident that all the stops will be pulled out to ensure the apprenticeship and training scheme develops further into a borough-wide scheme with the ultimate aim of getting as many unemployed into work.”

Students have turned local community reporters for a Commonwealth Jubilee project, interviewing Welsh icons for the Commonwealth Jubilee Time Capsule, one of the world’s biggest collaborative history projects to celebrate the Queen’s Diamond Jubilee.  The online project aims to become a global archive of stories and memories covering each day of the Queen’s 60 year reign.

The Crosskeys Campus students volunteered as ‘Commonwealth Community Reporters’, who ensure local stories are being shared from all 54 Commonwealth countries.  As well as creating their own entries of photographs and memories for the capsule, students recently interviewed well-known Welsh people including Falklands war Veteran Simon Weston OBE, athlete and presenter Jamie Baulch, Lord Touhig and Paralympic gold medallist David Roberts for the project.

Following their exploration of Welsh history, students will gain a global perspective on the Commonwealth at an international gathering of Commonwealth members in Westminster Abbey on 12 March, Commonwealth Observance Day.  Thanks to the originality of their time capsule entries, students were selected from hundreds of schools and youth groups to attend the event which will feature singer songwriter Rufus Wainwright, classical group All Angels and a host of international writers, musicians, artists and entrepreneurs.

“Students were very keen to add their voices to this exciting global project, and also those of others representing Wales,” said ILS Tutor Victoria English. It’s been a fascinating journey so far.”

Two sporting heroes recently visited Crosskeys Campus, sharing their stories with students and recording their ‘most memorable day’ for the Jubilee time capsule project. Paralympic swimmer and 11 time gold medallist David Roberts and Olympic athlete and presenter Jamie Baulch, shared stories and their Olympic medals with the groups.

Jamie Baulch said: “As I’m from this part of the world, it’s been great to come back and meet a group of such enthusiastic students.

“It’s been a pleasure to be part of the exciting Jubilee time capsule project.”

Caerphilly County Borough Council, Caerphilly Business Forum, the Supplier Development Service and the Wales Co-operative Centre are working in partnership with Simons Developments ltd to help local businesses tender for a range of prestigious contracts at their first ‘Meet the Buyer Event’, which was held at Penallta House Council Offices in Ystrad Mynach.

The long-awaited retail development in Bargoed comprises a 56,000 sq. ft. anchor store, which is pre-let to Morrisons and seven mixed-use retail units of 20,500 sq. ft., together with a 400 space car park. There are around 90 packages to the build, which range from security guarding through to structural steel work and landscaping.

Cllr Ron Davies, Cabinet Member for Regeneration said, “It’s great to see that our plans to breathe new life into Bargoed are moving forward and the scheme is finally becoming a reality. There is a wealth of business expertise throughout the county borough and we are delighted that Simons are giving our businesses the opportunity to tender for the work. There are strict selection criteria, but the partners have the expertise to support businesses and help them to understand the process for private sector procurement.”

The South Wales East Plaid AM wrote to the company’s Commercial Director Mike Bagshaw raising concerns and asking what action was also being taken to catch fare dodgers.

In a letter to the rail company, Lindsay Whittle wrote: “ I’m a fairly frequent traveller on Arriva Trains between my home in Caerphilly and Cardiff. In the recent past after rugby internationals I have noticed little attempt to collect fares on trains. I appreciate that moving fans quickly is key after such large events. However, the non-collection of fares does not appear confined to the days of rugby internationals. Last month, I caught the last train home on Saturday 21st January and there was no attempt by rail staff to collect fares on the train. There will inevitably be some travellers who enjoyed a free journey but that does not sit well with fare-paying passengers.

“Whilst fare dodging is to be condemned, I’m sure you’d agreed that the company needs to ensure that it collects fares from passengers who are happy to pay but find they are not even approached by a member of the rail staff.”

In response, Mike Bagshaw said the company had invested heavily over the years in ticket gates, additional revenue protection staff and installing a large number of ticket machines at stations.

Mike Bagshaw said that it had carried out surveys to gauge the likely level of fare evasion with targeted exercises. “We will be conducting further exercise based on the most recent evidence of ticket-less travel and the data and results will inform our revised company revenue protection strategy.

“For the situation you have highlighted on January 21, we are investigating the special circumstances with the line manager. When special events take place there is always a strong emphasis on the importance of maximising revenue, particularly when there is a need for the company to offset the extremely large additional resourcing costs demanded by these events. However, there are some practical issues associated with collecting revenue and safely managing large crowds.”

Jeff Cuthbert AM said:

‘This is absolutely brilliant news and a huge relief for residents, those employed in the two shops and distribution centre and the local economy. Closures or job losses would have really hit families in Caerphilly area hard and affected the great work that has already gone into the Bargoed town centre Regeneration project.

‘However my heart goes out to other areas and employees which weren’t so fortunate. There will still be 224 stores closing and 3,100 job losses which is devastating for an already floundering economy, which the Tory-Liberal coalition are doing their best to wreck the recovery of.

The Beeches, bought by the Rhymney Valley miners as a hospital, in 1923 is for many Caerphilly residents a symbol of their industrial legacy. The new charity is a social enterprise working in partnership with United Welsh Housing Association.  It has ambitious plans to create opportunities for training, learning and volunteering and day respite care, working with others and serving all parts of the community.

Jeff Cuthbert AM for Caerphilly and Chair of the Caerphilly Miners Centre for the Community said:

I can finally say. WE DID IT! Conversations that started in 2007 have now resulted in the Caerphilly Miners Centre for the Community project becoming a Company by Guarantee and a Charity. It’s amazing that a building which was bought by the community nearly 90 years ago can come back into the service of the community.’

‘We are the first project of this type in all of Wales and I am honoured to have been able to Chair this exciting project during that time. I want to thank community activists, members and everyone else who has helped us by donating their time, money and support. Most importantly I want to thank Katherine Hughes for all of her hard and tireless work. Without her none of this would have happened and I look forward to visiting this project many times over the years to come and being proud of the people who made it possible.

Both the Bombay Blue on Cardiff Road in Caerphilly and the Viceroy of India on Penallta Road in Ystrad Mynach have earned the votes of the public in the contest. Now each of the 30 restaurants will be celebrating their success by making a Welsh Lamb Curry available to the public until the end of March.

This is part of Wales’ Largest Curry Festival which runs for 5 weeks starting on 20 February with Welsh Lamb being the key ingredient during the festival. During the contest independent regional judges will visit each of the 30 short-listed restaurants in the three regions and narrow it down to one from each region. The final three will then have to impress national judges with dishes available from their public menus.

Jeff Cuthbert AM said:

‘I think this is a really fun and positive way to promote Welsh produce and the nation’s love of curry. I am really pleased that not one, but two of these are in my constituency! I thought we were mainly known for cheese, but it looks like curry might be getting the edge!

‘This is a great opportunity to cheer up the winter evenings and bolster the local economy whilst getting a nutritious meal. If you’re ambitious you can even go to both and compare the two with your friends and family. I know I’ll be looking forward to trying what promise to be two superb curry’s.’

Charity Sustrans Newport Gwent Dragons rugby players and pupils were joined by Christopher Evans MP, Gwyn Price AM and Mark Drakeford AM for the official opening of the new bridge, which links Blackwood and Markham on National Cycle Network Route 467.

The bridge is a traffic-free route allowing walkers, cyclists and horse riders to travel between Blackwood and Markham more safely.

Lee Waters, Sustrans Cymru Director, said; ‘If we create the right space for cycling in, and give people the skills and encouragement to get on their bikes, then more people will cycle for their shorter, everyday journeys. Safety is the biggest concern that stops many of us from cycling more often, so investing in safer routes is vital for increasing the proportion of daily journeys done by bike.’

Markham Primary pupils were asked to research and choose a name for the bridge that captured the history and significance of the area. They picked Quoits Wood Crossing as Argoed was once a famous place for playing the traditional game of Quoits and the World Championships were held here.

Pupils Emily Jones and Holly Horton, said; ‘It has been brilliant to have the chance to name a bridge. We researched lots of information about the area to come up with names, so it helped us learn more about where we live.’

The new bridge has been funded through the Valleys Regional Parks initiative, the Welsh Government and European Regional Development Fund, specifically to enhance the tourism potential of the Valleys, is part of an ongoing project delivered by Sustrans and local authorities that will see the creation of an additional 100 miles of new walking and cycling paths across the south Wales Valleys.

Cllr Rob Gough, Caerphilly CBC cabinet member said, ‘We are delighted to have worked in partnership with Sustrans Cymru to deliver this impressive project and I’m sure this safe, sustainable route will bring benefits the whole community. The new bridge is the ‘missing link’ along this important route and will enhance the cycle and walking network across the valleys. I’d like to thank our funding partners for making the plans a reality and we now look forward to delivering even more improvements like this across county borough.

SOS Support Limited was convicted of promoting a charitable collection in the Penpedairheol area of Caerphilly county borough without first obtaining a local authority licence to do so.

The case was heard at Abergavenny Magistrates Court on 27th January 2012. The company was fined £900 and ordered to pay costs of the local authority of £520.

Cllr Rob Gough, Cabinet Member for Public Protection said, “The charitable collection licensing system is designed to ensure that those purporting to be collecting for a charity are passing on a reasonable proportion of the proceeds of that collection”.

He continued, “By doing this it ensures that charities are obtaining the money claimed to be passed over. By collecting without a licence these safeguards cannot be put in place, potentially putting charities at risk of not receiving any funds made in their name”.

SOS Support Limited had previously been issued with two warnings telling them not to collect without a local authority licence.

The advice Trading Standards are offering is to ‘Give with Care’ by checking for a UK charity number on any collection bags or leaflets. Numbers can be checked on the Charity Commission website or by calling 0845 300 0218. The safest option is to take clothing along to a local charity shop if at all possible.

In the Manor House there will be 17th Century court sessions presided over by local Justice of the Peace and owner of the manor, Colonel Edward Pritchard.

Visitors will hear some interesting and unexpected cases based on real 17th century trials and even get to vote and a decide the ‘fate’ of defendants.

These take place at 11.00amn 12.30pm, 2.00pm and 3.30pm and standard entry charges apply. At the same time, in the education block the attraction will be running Spring craft sessions where visitors can have a go at making spring flowers, bunny hats, biscuit butterflies, frog masks and caterpillars.

These activities run between 11am and 4pm and are free with paid entry to the manor or are £4.25 per child (adults free if not using manor).

Visitors will also have the opportunity to throw wet sponges at local fundraiser Joanne James who is raising money for the Alzheimers society and will be placed in the stocks in the courtyard.
